Municipal Heating Reform in Ukraine

MDI in the framework of impementation of the USAID Project "Local Alternative Energy Solutions in Myrhorod" presented the Report on legal and regulatory assessment of current legislation, taxation policy, and regulations governing the use of alternative sources of energy in Poltava Oblast

Poltava, December 17-18, 2013, MDI held a two-day workshop to present the Report on legal and regulatory assessment of current legislation, taxation policy, and regulations governing the use of alternative sources of energy. Recommendations for changes in legislation and facilitation of implementation of a pilot project in Myrhorod. The Report presents the results of analysis of legislation that was conducted following the stages of implementation of a heat production from biomass project, which, specifically for this report, were defined as follows: design and construction of a bio-boiler (allocation of a land plot and acquiring a right for land for construction of a bio-boiler; selection of a bio-fuel; obtaining a permit for construction of a bio-boiler that would use renewable fuels; construction and putting a bio-boiler into operation); 2) connecting a bio-boiler to district heating networks for sales of heat energy; 3) obtaining a license (licenses); and 4) pricing. The legal and regulatory assessment was conducted by MDI in the framework of the USAID Project "Local Alternative Energy Solutions in Myrhorod" (LAESM). Agro-enterprises of Poltava Oblast will cooperate with the USAID Project "Local Alternative Energy Solutins in Myrhorod": first MOUs signed 

Myrhorod, November 27, 2013, at the regular meeting of the Coordination Group for Monitoring Implementation of the USAID Project “Local Alternative Energy Solutions in Myrhorod” (LAESM) in Poltava Oblast first MOUs were signed between the LAESM Project and agro-enterprises of Myrhorod Rayon of Poltava Oblast. In the framework of the LAESM Project it is envisaged to reconstruct an existing gas boiler and install a bio-boiler that will use locally available biomass for production of heat energy. Biomass will be supplied by agro-enterprises of Myrhorod Rayon who are interested in cooperation with the LAESM Project. One of the tasks of the LAESM project is to establish a network of bio-fuel burning plants in Myrhorod Rayon and in other rayons of Poltava Oblast. Establishment of a Resource and Logistics Centre will help secure stable supplies of biomass to bio-boilers, support potential investors and agro-producers (including in conclusion of biomass purchase agreements), organize outreach and public eduication events, and coordinate efforts of all interested stakeholders. LAESM Project is expected to increase the use of locally available alternative sources of energy (biomass) in Myrhorod Rayon of Poltava Oblast in accordance with market and environment protection requirements.


Director of MDI Ltd. takes part in the meeting on implementation of the Action Plan on Public Outreach and Information Dissemination about Common Property in Multi-Family Residential Buildings at the Ministry of Regional Development

Kyiv, November 27, 2013, Director of MDI Ltd./Manager of the EBRD Project "Supporting the maintenance of residential energy efficiency "TEPLYDIM" website" Alyona Babak took part in the meeting at the Ministry of Regional Development that was dedicated to implementation of the Action Plan on Public Outreach and Information Dissemination about Common Property in Multi-Family Residential Buildings.

A. Babak informed the participants of the meeting that a new EBRD Project was launched to support maintenance of TEPLY DIM www.teplydim.com.ua, the information web-portal on residential energy efficiency , has started in October 2013. The objective of the new project is to facilitate financing residential energy efficiency improvements.

TEPLY DIM provides: advice on energy saving initiatives; advice on relevant recommended technologies, and equipment and materials; advice on financing options and initiatives; up-to-date information on policy and regulatory development; information on successful practices; an Energy Savings Calculator that helps calculate potential savings from implementation of energy efficiency measures in a single apartment or in a multi-apartment residential building; a Library of case studies and best practices of energy efficiency improvements in Ukraine and international implementation programs. TEPLY DIM is a valuable source of information/knowledge for: condominiums and other associations of homeowners; individual home owners; national and local government; municipal utility companies; housing management companies ESCO, building companies, equipment producers; banks and other financial institutions; energy efficiency professionals; international technical assistance projects; educational institutions; research centers and think tanks; university students; and media.

Municipal Development Institute has closed the tender for for assessment of the current situation, preparation of recommendations and a Green Tariff Manual for cogeneration and bio-boilers that was announced under the USAID LAESM Project. The winner of the tender is the Limited Liability Company "Law Firm "JurEnergoConsulting".


MDI starts implementation of the "New Generation" Project

All-Ukrainian Charitable Organization "Municipal Development Institute" has started implementation of the Project "New Generation" that is financed by DTEK under its Social Partnership Strategy. The goal of the Project is to develop a conscious and resposnible consumer of housing and communal services and to charge behavioral stereotypes of adults (parents, neighbors). The Project will be split into two stages: a pilot state and an active implementation stage. The task of the pilot stage is to establish a system of distance learning in the area of housing and communal services knowledge and competence for school students. In its turn, it will have impact on adults who reside in micro-rayons located near schools and create a basis for effective Project multiplication in the cities where DTEK is present. The active implementation stage provides for efficient operation of the distance learning on-line system and implementation of a pilot distance learning and game course at pilot schools. More...


MDI starts implementation of the Project "Energy Efficient Night Kyiv"

All-Ukrainian Charitable Organization "Municipal Development Institute" has started implementation of the Project "Energy Efficient Night Kyiv" that is financed by DTEK under its Social Partnership Strategy. The goal of the Project is to create a modern energy efficient street lighting system and to develop energy efficient way of thinking and a corresponding energy efficient behavior of the population and authorities in charge of urban infrastructure development. In addition to promotion of energy efficient street lighting technologies, the Project also consists of a social component. International Commission on Illumination (CIE) states that good lighting of streets and highways reduces the rate of road accidents down by 1/3 (including those with pedestrians - by 40%).  The average number of road accidents which occur on poorly lighted sections of streets and roads in the cities is 2,6 times higher than on those which are well lighted. Good street lighting also decreases crime rate: based on results of corresponding surveys shofts from poor lighting to good lighting increases decriminalization by 30%, and turning from "acceptable" lighting to "very good" lighting increases decriminalization by 20%. MDI signed a Memorandum of Understanding with Public Private Partnership Development Program for cooperation within the framework of the USAID Project "Local Alternative Energy Solutions in Myrhorod"

Kyiv, October 25, 2013, the Memorandum of Understaning was signed between the USAID Project "Local Alternative Energy Solutions in Myrhorod" and the USAID Public Private Partnership Development Program to coordinate efforts regarding technical assistance in utilization of available resources aiming at development of alternative energy in Ukraine. Cooperation of local communities and local governments with commercial entities on PPP basis will facilitate development of relevant renewable energy technologies coupled with energy efficient maintenance technologies, with use of local renewable and alternative sources of energy, with the aim of replacement of fossil fuels which are used by district heating and centralized hot water supply systems. MDI launched Phase II of DTEK Project "Energy Efficient Schools": specialized workshops held in Kyiv, Dnipropetrovsk, and Donetsk

From September 18 through 27 MDI held specialized workshops for schools which participate in Phase II of Energy Efficient Schools Project that is implemented under Social Partnership Program of DTEK: September 18-19 - Kyiv, September 24-25 - Dnipropetrovsk, and September 26-27 - Donetsk. Phase II will be implemented by 55 schools from September 2013 till May 2014: 11 schools in Kyiv, 11 schools in Dnipropetrovsk, and 33 schools in cities where DTEK is present (Vinnytsia, Dnipropetrovsk, Donetsk, Ivano-Frankivsk, Luhansk, and Lviv Oblasts). MDI receives a delegation of Belarus experts in housing and communal services 

Kyiv, August 7, 2013, Municipal Development Institute received a delegation of housing and communal services experts from Belarus. Among topics discussed at the meeting with professionals from Minsk, Rechitsa, and Mogilyov were how Ukrainian utility companies operate, a role of local self-governments, MDI’s activities on raising awareness of public, particularly, students of Ukraine’s schools in the framework of implementation of Energy Efficient Schools Project, of energy efficiency. USAID Project "Local Alternative Energy Solutions in Myrhorod" was presented at the Final Conference MODEL-CIUDAD in Lviv

Lviv, July 19, 2013, the USAID Project "Local Alternative Energy Solutions in Myrhorod" (LAESM), that is being implemented by MDI from June 2013, was presented by MDI’s Sr. Public Participation Specialist Kadria Safiulina at the Final Conference of the MODEL Project (Management of Domains Related to Energy in Local Authorities) that is implemented in the framework of the EC CIUDAD Program. Kadria Safiulina spoke about  the goal and objectives, tasks and expected results of the LAESM Project. The Final Conference was organized in Lviv by Lviv City Council, Association "Energy Efficient Cities of Ukraine" and Kamianets-Podilsky City Council. In attendance of the event were representatives of executive power authorities of pilot cities, representatives of donor organizations, international organizations, NGOs, experts and consultants from Ukraine, Georgia, Armenia, France, Moldova.

Winners of Phase I of Energy Efficient Schools Project received awards at the Final Conference in Kyiv

Kyiv, May 28, 30, 2013, participants of Energy Efficient Schools Project gathered at the Final Conference "DTEK Energy Efficient Schools Project: Implementation Results and Perspectives for Dissemination in Ukraine". On May 28th, the participating schools defended their energy efficient projects they prepared based on results of energy audits of school premises. The second day of the Conference, May 30th, was dedicated to determination and awarding the winners.  Each pilot school delegated 17 persons, including 10 students and school principals/their deputies and teachers. Good news: Energy Efficient Schools Project to be launched in Dnipropetrovsk

Dnipropetrovsk, April 22, 2013, a leading specialist of department of sustainable development with DTEK Company Julia Zayarna, Executive Director of MDI Ruslan Tormosov, and Sr. Public Participation Consultant of MDI Kadria Safiulina met with representatives of rayon departments of education in Dnipropetrovsk. The meeting was organized with the objective to introduce Energy Efficient Schools Project to city authorities and discuss its implementation in schools of Dnipropetrovsk. Deputy Mayor Olena Lozenko, head of department of education and science of Dnipropetrovsk City Council Volodymyr Grechyn, and a staff member of department of sustainable development with DTEK Lilia Marachkanets.


Competition for reduced consumption of electric energy closed at Kyiv pilot schools - participants of Energy Efficient Schools Project

Kyiv, April 15, 2013, competition for reduced consumption of electric energy came to an end at Kyiv pilot schools - participants of Energy Efficient Schools Program. During two months of the competition pilot schools sent electricity meters data to MDI on Mondays and Fridays. This data was processed and placed on MDI’s website. The winners will be announced at the final conference of Energy Efficient Schools Project that will take place in Kyiv on May 30.


MDI speaks about housing management models at the All-Ukrainian Conference "Housing and communal sector reform: from best practices to joint actions"

Kyiv, March 20-21, 2013, Director of Municipal Development Institute, Ltd. Alyona Babak participated in the All-Ukrainian Conference "Housing and communal sector reform: from best practices to joint actions" and made a presentation "Reforms for consumers’ good or what shall be taken into consideration while opting for a housing management model". The conference was organized with the aim of not only discussing and disseminating best practices on public participation in housing and communal sector reform. One of its objectives is to identify systematic problems, discuss weakpoints, and prepare recommendations and agree upon joint actions to be implemented by public organizations to support reforms in the sector. The conference is organized by the Association of Homeowners of Ukraine, with financial support from the International Rennaisance Foundation.


MDI takes part in the Press Club on peoples access to safe drinking water and sanitation

Kyiv, March 19, 2013, Director of MDI, Ltd. Alyona Babak participated in the Press Club dedicated to peoples access to safe drinking water and sanitation. The Press Club was organized by MAMA-86 NGO, State Sanitary Hygienic Service of Ukraine, and Communal Enterprise "Water and Information Centre" with the aim of presenting the results of the pilot project on peoples access to safe drinking water and sanitation. Kyiv,  March 14, 2013, MDI specialists, under the USAID Municipal Heating Reform in Ukraine Project, held a workshop "Public participation in public discussion of tariffs for services of utility companies which hold licenses issued by the National Regulator" for representatives of the head office and territorial departments of the National Commission for Government Regulation in the Area of Communal Services. On March 1, 2013, in Kyiv, the All-Ukrainian Ecological NGO "MAMA-86" held a workshop on widening peoples access to safe drinking water and sanitation. MDI was represented by A.Nych, consultant in financial management and pricing, who acted as a co-moderator,  and A. Levytsky, consultant in social assistance, who spoke about social acceptability of water supply and sanitation services in Ukraine. 11 schools compete to reduce electric energy consumption: competition launched under Energy Efficient Schools Project in Kyiv

On February 15, 2013, the competition for reduced electric energy consumption among 11 schools, which participate in Energy Efficient Schools Project, was launched in Kyiv. The Project is implemented by MDI with financing from DTEK Company. The goal of the competition is to make students, teachers, parents involved into efficient consumption of electric energy at school and at home through changing energy consumption behavior and educating concerned and energy efficient consumers of electric energy.All participating schools submitted reports about their main electric equipment and consumers located within their school premises.
